Executive Summary

The City of Cincinnati currently offers a sizable tax incentive for new and renovated homes that are certified under the United States Green Building Council's Leadership in Energy and Environmental Design® (LEED) green building rating system. The local chapter of the National Association of Home Builders is requesting their organization's residential green building rating system, know as the National Green Building Standard™ (NGBS), to be adopted for the same tax incentive.

The City of Cincinnati's Office of Environmental Quality asked AIA Cincinnati to review both residential green building rating systems to determine if they are equal in performance and rigor of proof.

The Committee presented recommendations if the City were to adopt the same tax incentive for NGBS certification. The recommendations were for new home construction, renovations and additions, tier-to-tier comparisons, and recommendations for the current tax incentive to be graduated.

The Study was completed by AIA Cincinnati and was presented to the Cincinnati Office of Environmental Quality in January of 2010.
